The Tyler County Public Service District is in accordance with WV Public Service Commission regulations. It serves approximately 950 water customers and 294 sewer customers. The PSD has a board made up of 3 members and a secretary. The board holds their regular monthly meetings on the 4th Monday of each month at 3:00pm at the PSD’s main office. We currently employee three (3) operators, two (2) office personnel and a general manager.

Tyler County PSD is a groundwater system and gets its water from six (6) wells located along the Ohio River. Four (4) of those wells are located in Davenport and feed the Town of Friendly and surrounding area. They also feed Pursley, Pleasant Ridge, Rt. 180 and those surrounding areas. There are two (2) wells just south of Friendly that supply water to Momentive, Bens Run Industrial Park and the Bens Run community. We are fortunate to have good quality water and are only required to chlorinate it. Bacteriological samples are collected monthly as well as other routine monitoring samples throughout the year. The distribution system is made up of ten (10) tanks and three (3) booster stations. We maintain 120 miles of waterline and numerous PRVs and fire hydrants and all of our meter settings. The PSD has a drive by radio read meter reading system and customer meters are read every month.

The wastewater treatment plant operates under the National Pollutant Discharge Elimination Systems (NPDES) Permit No. WV0048861. We operate and maintain two (2) existing wastewater collection systems, an existing 0.1 million gallons per day oxidation ditch wastewater treatment plant, and an existing 0.03 million gallons per day extended aeration wastewater treatment plant which are labeled Outlet No. 001 and Outlet No. 002.

Outlet No. 001, Friendly Wastewater Collection and Treatment System, is comprised of approximately 12,800 linear feet of three (3) inch diameter vacuum sewer line, 5,900 linear feet of four (4) inch diameter vacuum sewer line, 14,600 linear feet of six (6) inch vacuum sewer line, 1,600 linear feet of eight inch vacuum sewer line, 120 vacuum valves, necessary clean outs, one (1) vacuum station and all requisite appurtenances.

The wastewater treatment plant is comprised of a manual bar screen, an oxidation ditch with a volume of 100,000 gallons, two (2) clarifiers with a volume of 16,100 gallons each, two (2) chlorine contact chambers with a volume of 2,600 gallons each, dechlorination facilities, a sludge holding tank with a volume of 7,600 gallons, two (2) wedgewire sludge dewatering beds with a surface area of 168 square feet each.

Outlet No. 002, Bens Runs Wastewater Collection and Treatment System, is comprised of approximately 700 linear feet of three (3) inch diameter vacuum sewer line, 2,100 linear feet of four (4) inch vacuum sewer line, 3,900 linear feet of six (6) inch vacuum sewer line, 60 vacuum valves, one (1) vacuum station, 1,600 linear feet of eight (8) inch gravity sewer line, five (5) manholes, nine (9) clean outs, one (1) lift station, 8,600 linear feet of three (3) inch force main, and all requisite appurtenances.

The treatment plant is comprised of a comminutor, a manual bar screen, an aeration chamber with a volume of 30,000 gallons, two (2) clarifiers with a volume of 3,600 gallons each, a chlorine contact chamber with a volume of 980 gallons, a dechlorination chamber with a volume of 490 gallons and a sludge holding tank with a volume of 5,000 gallons.
